DISCREPANCY: ON APPROACH INTO KSBA FROM KBUR, THE PILOT SELECTED GEAR DOWN AND DID NOT RECEIVE THREE GREEN LIGHTS. AFTER TRYING SEVERAL TIMES WITH NO SUCCESS, THE PILOT DECIDED TO RETURN TO KBUR. AFTER COMPLYING WITH THE QRH CHECKLIST, THE PILOT MANUALLY EXTENDED THE LANDING GEAR AND DECLARED AN EMERGENCY. THE LANDING AT KBUR WAS WITHOUT INCIDENT. CORRECTIVE ACTION: MAINTENANCE INSPECTED THE LANDING GEAR SYSTEM AND FOUND THE HYDRAULIC POWER PACK RESERVOIR LOW. MAINTENANCE SERVICED THE RESERVOIR AND PERFORMED AN OPERATIONAL CHECK OF THE LANDING GEAR MULTIPLE TIMES. THE AIRCRAFT WAS RELEASED FOR AN OPERATIONAL CHECK FLIGHT. DURING THE OPERATIONAL CHECK FLIGHT, THE GEAR WAS CYCLED 4 TIMES AND OPERATED NORMALLY. THE AIRCRAFT WAS RELEASED AND RETURNED TO SERVICE.

DURING APPROACH, THE CREW SELECTED GEAR DOWN AND THE LANDING GEAR CIRCUIT BREAKER TRIPPED. THE INTRANSIT LIGHTS DID NOT ILLUMINATE. AFTER RUNNING THROUGH THE CHECKLISTS WITH NO CHANGE, THE CREW MANUALLY PUMPED THE GEAR DOWN AND DECLARED AN EMERGENCY. AIRCRAFT LANDED SAFELY. MAINTENANCE PERFORMED AN OPS CHECK OF THE LANDING GEAR SYSTEM AND FOUND A DEFECTED POWER PACK WITH HYDRAULIC FLUID LEAKING FROM SELECTOR SOLENOID. MAINTENANCE REMOVED AND INSTALLED A SERVICEABLE POWER PACK. OPS CHECKED THE LANDING GEAR SYSTEM, PERFORMED NORMALLY AND THE AIRCRAFT WAS RELEASED AND RETURNED TO SERVICE. AIRCRAFT PERFORMED AN OPERATIONAL CHECK FLIGHT AND CYCLED LANDING GEAR FIVE TIMES. THE OPERATIONAL CHECK WAS NORMAL.

THE CREW CONTACT KSBA TOWER TO DISCONTINUE APPROACH AND ELECTED TO RETURN TO KSBA. AFTER COMPLYING WITH THE LANDING GEAR MANUAL EXTENSION ABNORMAL CHECKLIST, THE CREW LANDED AT KSBA WITHOUT INCIDENT. MAINTENANCE PERFORMED AN OPERATIONAL CHECK OF THE LANDING GEAR SYSTEM AND FOUND A DEFECTED POWER PACK. MAINTENANCE REMOVED AND INSTALLED A SERVICEABLE POWER PACK. THE OPERATIONAL CHECK OF LANDING GEAR SYSTEM PERFORMED NORMALLY AND THE AIRCRAFT WAS RELEASED AND RETURNED TO SERVICE.

THE PILOT REPORTED ON APPROACH, WHEN THE LANDING GEAR WAS SELECTED DOWN, DID NOT RECEIVE A THREE GREEN DOWN AND LOCKED GEAR INDICATION AND THE LANDING GEAR CONTROL CIRCUIT BREAKER TRIPPED. THE PILOT RESET THE CIRCUIT BREAKER, CYCLED THE LANDING GEAR AND RECEIVED THE SAME RESULTS. CONTACTED ATC AND ABORTED THE APPROACH. THE PILOT PERFORMED AN EMERGENCY EXTENSION OF THE LANDING GEAR AND RECEIVED A THREE GREEN DOWN AND LOCKED INDICATIONS. LANDED WITHOUT INCIDENT. MAINTENANCE PLACED THE AIRCRAFT ON JACKS, PERFORMED GEAR SWINGS AND DUPLICATED THE DISCREPANCY. FURTHER TROUBLESHOOTING FOUND THE LANDING GEAR SERVICE VALVE WAS BYPASSING FLUID CAUSING THE LANDING GEAR TO NOT EXTEND. SERVICE VALVE WAS REPLACED. THE SYSTEM FUNCTIONAL CHECKED NORMAL.

LANDING GEAR FAILED TO EXTEND AFTER PLACING THE LANDING GEAR CONTROL DOWN. LANDING GEAR CIRCUIT RELAY CIRCUIT BREAKER TRIPPED AND GEAR HANDLE UNSAFE LIGHT REMAINED ILLUMINATED. THE PILOT PERFORMED MANUAL EXTENSION PROCEDURES AND THE AIRCRAFT LANDED WITHOUT FURTHER INCIDENT. DURING GROUND TROUBLESHOOTING, THE DISCREPANCY COULD NOT BE DUPLICATED. THE HYDRAULIC POWER PACK WAS REPLACED AND THE FLIGHT CREW PERFORMED AN OPERATIONAL CHECK FLIGHT. THE SYSTEM WAS OPERATED IN FLIGHT 3 TIMES, FUNCTIONED NORMAL. NO FURTHER ISSUES.

THE PILOT PERFORMED AN EMERGENCY EXTENSION OF THE LANDING GEAR AND RECEIVED A THREE GREEN DOWN AND LOCKED INDICATION. THE PILOT LANDED AT KLBB WITHOUT INCIDENT. THE AIRCRAFT WAS FERRIED TO KDFW FOR REPAIRS. MAINTENANCE PLACED THE AIRCRAFT ON JACKS PERFORMED GEAR SWINGS AND DUPLICATED THE DISCREPANCY. FURTHER TROUBLESHOOTING FOUND THE LANDING GEAR SERVICE VALVE, P/N 101-388008-3 WAS BY-PASSING FLUID CAUSING THE LANDING GEAR TO NOT EXTEND. THE LANDING GEAR SERVICE VALVE WAS REPLACED. THE LANDING GEAR SYSTEM FUNCTIONAL CHECKED NORMAL.
