Maintenance disclosures
DURING LANDING, THE PILOT REPORTED ON THE FLARE TO LAND WITH POWER AT FLIGHT AT IDLE, THE LEFT ENGINE APPEARED TO HAVE GONE INTO FEATHER BY THE LOSS OF PROP RPM. THE PILOT REQUIRED FULL RIGHT RUDDER TO MAINTAIN CONTROL AND LANDED WITHOUT INCIDENT. MAINTENANCE TESTED THE AUTO-FEATHER SYSTEM AND LOW PITCH SOLENOID. ALSO TESTED BETA RIGGING. NO DEFECTS NOTED. CAUSE OF DISCREPANCY COULD NOT BE DUPLICATED ON THE GROUND. AUTO-FEATHER SYSTEM OPERATION PERFORMED NORMALLY. THE AIRCRAFT WAS RELEASED FOR AN OPERATIONAL CHECK FLIGHT. AIRCRAFT CHECK FLIGHT OF PROP FLIGHT IDLE OPS CHECKED NORMAL.
THE PILOT REPORTED AFTER TAKE-OFF, THAT THE CIRCUIT BREAKER PANEL LOCATED ON THE RIGHT SIDE OF THE COCKPIT WAS EMITTING SMOKE AND SAW SPARKS COMING FROM THE PANEL. FOLLOWED PROCEDURES AND WAS ABLE TO STOP THE SPARKS BY DISABLING THE CIRCUIT. RETURNED AND LANDED WITHOUT INCIDENT. MAINTENANCE INSPECTED THE AIRCRAFT AND FOUND THAT THE RIGHT CIRCUIT BREAKER PANEL EDGE LIGHTING TRACE WAS SHORTED.
PILOT REPORTED THAT ON FINAL APPROACH, GEAR DID NOT COME DOWN WHEN SELECTED, AND NO INDICATIONS OF MOVEMENT (UNSAFE LIGHTS). DECLARED AN EMERGENCY, MANUALLY EXTENDED GEAR AND PERFORMED A TOWER FLY BY TO CONFIRM GEAR WAS DOWN, AND THEN LANDED WITHOUT FURTHER INCIDENT. MAINTENANCE FOUND THAT THE GEAR POWER PACK CIRCUIT BREAKER IN THE LEFT ELECTRICAL PANEL WAS TRIPPED AND CONTAMINATED WITH DE-ICE FLUID MAINTENANCE CLEANED AND RESET THE BREAKER, CLEANED AND RE-SEALED THE ACCESS PANEL, AND CONDUCTED SEVERAL SUCCESSFUL GEAR SWINGS.
