CREW NOTICED THE ODOR OF BURNED PLASTIC IN THE CABIN AND COCKPIT AFTER SELECTING THE BOOST FAN TO THE ON POSITION WHILE THE ACFT WAS ON-GROUND. THE LEAD MECHANIC DISCOVERED THAT THE BOOST FAN HAD BEEN RUBBING ON THE FAN HOUSING.
