FUEL IMBALANCE: DURING TAXI OUT, RECIEVED A FUEL IMBALANCE CAS MESSAGE. NOTED FUEL WAS 410 LBS OUT OF BALANCE. SELECTED L TO AUX AND FUEL DID NOT TRANSFER. ATTEMPTED TO RECYCLE L TO AUX AND TRIED GRAVITY X FLOW TO NO AVAIL, AND FUEL IMBALNCE GREW TO 610 LBS. RETURNED TO RAMP. CORRECTIVE ACTION; POWERED UP THE AIRCRAFT VIA APU AND ALLOWED AIRCRAFT SYSTEMS TO POWER UP AND STABLIZE. ONCE READY WE CHECKED THE SUMMER PAGE ON THE MFD AND FOUND THE LEFT WING AT 4400 LBS RIGHT WING AT 3400 LBS AND AUX TANK AT 5000 LBS AND TAIL TANK AT 1800. TOTAL ROUGHLY 16000 LBS OF FUEL ON BOARD. WE PERFORMED OPERATIONAL TEST OF THE TRANSFER PUMP. OPS CHECK GOOD. FUEL QUANTITY DECREASED IN THE LEFT FUEL TANK AND INCREASED IN THE AUX TANK. WE ALSO PERFORMED THE SAME OPERATIONAL CHECK ON THE RIGHT FUEL TANK SIDE WITH THE SAME SUCCESFUL RESULTS. WE THEN PERFORMED OPERATIONAL TEST OF THE FUEL TRANSFER SYSTEM FLOAT-VALVE. OPS CHECK GOOD. THE FUEL TRANSFER SYSTEM OPERATES AS COMMANDED WITH NO DEFECTS NOTED AT THIS TIME. CONFIGURED THE AIRCRAFT BACK TO ITS AIRWORTHY CONDITION AS REQUIR-ED. WORK PERFORMED IAW CHALLENGERCL-650 M/M 28·15·10 28·15·28 AND 28·15·13

HALFWAY THROUGH OUR FLIGHT, AS WE BEGAN OUR INITIAL DESCENT, THE RT ENG ROLLED BACK TO IDLE. THERE WERE NO INDICATIONS, & THERE WERE NO EICAS MESSAGES. PUSH FDR EVENT BUTTON. 10 TO 15 MINS LATER, THE RT AMBER ENG MESSAGE ILLUMINATED. RAN QRC CHECKLIST & SHUTDOWN RT ENGINE. DECLARED AN EMERGENCY & LANDED NORMALLY AT DTW. PERFORMED A GVI OF THE RIGHT ENGINE WITH NO DEFECTS NOTED, GAINED ACCESS TO P3 LINE AND FOUND THE LINE BROKE COMING OUT OF THE COMBUSTER CASE, REMOVED AND REPLACED RIGHT ENGINE P3 LINE IAW SEI-780 REV 64 DATED 2/1/2024 SM MAINTENANCE PRACTICE 07, COMPLIED WITH POST INSTALLATION ENGINE RUNS ALL CHECK SATISFACTORY.

LEFT FUEL QUANTITY INDICATION: WHILE WAITING TO TAKE OFF OUT OF PHILADELPHIA. THE FUEL GAUGES WERE RATING A TOTAL OF 15,000 POUNDS. VERY SHORTLY AFTER TAKEOFF THE FUEL GAUGES WERE READING 14,280 POUNDS IN AN ABNORMALLY SHORT AMOUNT OF TIME. AS WE CLIMBED UP AN ALTITUDE, I NOTICED THE LEFT HAND FUEL GAUGE WAS READING 400 POUNDS HEAVIER THAN THE RIGHT WITH THE SAME FUEL BURN ON BOTH SIDES. I BALANCED FUEL. THIS IS NOT UNCOMMON. THERE WAS FUEL IN BOTH THE TAIL TANK AND THE AUX TANK. WE WERE ABOUT 30 MINUTES INTO THE FLIGHT. IN ABOUT 20 MORE MINUTES, I NOTICED THE LEFT-HAND FUEL GAUGE WAS READING 400 POUNDS HEAVY AGAIN. SO I BALANCED FUEL THE SECOND TIME. WITHIN ABOUT ANOTHER 15 TO 20 MINUTES, IT WAS READING HEAVY AGAIN ON THE LEFT SIDE. THIS WAS WHEN THE DECISION WAS MADE TO DIVERT BECAUSE THERE WAS NO WAY TO TELL IF BY BALANCING FUEL I WAS MAKING THE LEFT WING LIGHT OR IF I WAS DOING THE RIGHT THING AND BALANCING FUEL CORRECTLY. PLEASE EVALUATE THE FUEL GAUGES AND SENDING UNITS FOR ACCURACY. CORRECTIVE ACTION: REMOVED AND REPLACED FUEL QUANTITY GAUGECOMPUTER. PERFORMED MULTIPLE.OPS CHECKS. ALL OPS CHECKS WERE GOOD. ALL WORK WAS ACCOMPLISHED IN REFERENCE TO CL-650 AMM 28-41-13.

ADJUSTED TEMPERATURE BACK & FORTH & CYCLED PACKS & BLEED VALVES. NO SMOKE OR ODOR NOTED. RAN ENGS FOR APPROX 1 HR, NO DEFECTS NOTED. SHUTDOWN ENGS & APU, POWERED DOWN ACFT. PERFORMED LT/RT HI POWER ENG RUNS IAW POH & DID NOT NOTE ANY BLEED OR PACK ISSUES, NO SMOKE OR UNUSUAL ODORS NOTED. LT ENGINE PENALIZED 1 CYCLE. NEW CYCLES TO READ 3761. RT ENGINE PENALIZED 1 CYCLE. NEW CYCLES TO READ 3856. PERFORMED LT & RT ACM CHKS IAW AMM 21-51-00. BOTH LT & RT FAILED CHKS, BOTH TURBINES ARE SEIZED WITH MULTIPLE BLADES DAMAGED. REMOVED ALL CLAMPS FROM RT ACM. INSTALLED ACM, & CLAMPS ON 2 FWD LOWER TUBES IAW AMM 21-51-16. REMOVED LT ACM & INSTALLED REPAIRED ACM IAW AMM 21-51-16. ORIGINAL SUBMISSION DATE: 11-27-2023.

NOISE APPEARS TO BE COMING FROM UPPER LT CORNER OF AIRSTAIRS WHEN DOOR IS CLOSED. EVALUATE DOOR SEAL FOR NOISE ON CLIMB OUT NO SQUEAL NOTED ON DESENDING OPERATIONS. R & R MAIN DOOR SEAL IAW 52-11-28. OPERATIONAL CHECKS GOOD. NO HIGH PITCH SQUEALING NOTED.

REMOVED HSTCU IAW AMM TASK 27-41-01-000-801. INSTALLED REPAIRED HSTCU IAW AMM TASK 27-41-01-400-801. C/W OPS TEST OF HORIZONTAL STAB TRIM SYSTEM IAW CL650 AMM TASK 27-40-00-710-801. OP CHKD GOOD.

REMOVED GALLEY OUTLET AND INSTALLED A NEW GALLEY OUTLET IAW CUSTOMER REQUEST/ REF SMM 24-25-03. OPS TEST GOOD. TOASTER WAS REMOVED FROM ACFT. ACFT TAXIED INTO WAREHOUSE IAW CUSTOMER REQUEST.
