INSTALLED NEW STATIC IS CHARGE BASE P/N: 984.78.81.409 AND STATIC WICK UPPER RUDDER STATIC WICK ATTACH HOLES WORN BEYOND REPAIR LIMITS. REMOVED RUDDER FROM ACFT. REMOVED DAMAGED SKIN 555.40.12.075 FOR REPLACEMENT. REMOVED RIB 555.40.12.180 FOR ACESS DURING INSTALATION. FABRICATED NEW SKIN 55.40.12.075. SKIN WAS ACID ETCHED AND ALODINED. SKIN WAS PRIMED. INSTALLED SKIN 5.40.12.075 AND RIB 555.40.12.180. RUDDER BALLANCE WAS CHECKED PER PC12-45 SRM 51-60-03. RUDDER BALANCE FOUND TO BE WITHIN LIMITS AT 1/2 OZ OVERBALANCE.
DURING CRUISE, THE LANDING GEAR RETRACT/EXTEND ACTUATOR HORN BROKE OFF THE UPPER DRAG LINK ASSEMBLY, RENDERING THE NOSE LANDING GEAR INOPERATIONAL WITH REGARDS TO HYDRAULIC PRESSURE. THIS LED TO AN UNCONTROLLED EXTENSION OF THE NOSE LANDING GEAR TO THE DOWN-AND-LOCKED POSITION. THE PILOT REDUCED SPEED TO PUBLISHED LIMITATIONS, AND RETURNED TO BASE, EXTENDING THE MAIN GEAR WITHOUT INCIDENT AND CONTINUED TO PERFORM A STANDARD LANDING WITHOUT DECLARING EMERGENCY. UPON VISUAL INSPECTION OF THE NOSE LANDING GEAR, THE LUG/HORN ON THE UPPER DRAG LINK WAS BROKEN OFF, AND STILL ATTACHED TO THE ACTUATOR.
BOTH PILOT AND CO-PILOT AIRSPEED INDICATORS DECREASED IN AIRSPEED INDICATION FROM 200 KTS TO 0 KTS AT RATE OF APPROX 4 KTS PER MIN. NOTICED WHEN VOLTMETER PROBE WAS ATTACHED TO CIRCUIT BREAKER LOAD SIDE, THAT THE WIRE ATTACHED TO THE RING TERMINAL OF THE LOAD SIDE, WAS 20 AWG. SERVICE BULLETIN ISSUED AND ENGINEERING CHANGE TO THIS CIRCUIT, CHANGING THE CIRCUIT BREAKER FROM A 7.5 AMP TO 15.0 AMP, AND CHANGING THE WIRE SIZE FROM 20 AWG TO 16 AWG. ACFT WE ARE CURRENTLY WORKING ON IS EXEMPT FROM THIS SERVICE BULLETIN. SUBMITTER STATES, HYPOTHESIS EXISTS THAT THE WIRING "LOOMS" WERE CREATED PRIOR TO THE ISSUANCE OF SB 34-007, AND THAT DURING THE PRODUCTION RUN THIS LOOM WAS ISSUED TO THIS AIRCRAFT WITH NO WIRIN
