AFTER TAKING THE RUNWAY FOR DEPARTURE REQUESTED TAKEOFF CLEARANCE CANCELLATION TO RETURN TO BASE. DURING THE RETURN TAXI SELECTED 20 TO 0 AND THE FLAPS FAILED AT 17 DEGREES FOLLOWED BY AN EICAS FLAPS FAIL.
