PILOT REPORTED STRONG SMELL FROM THE HEATER DURING CLIMB. MAINTENANCE INSPECTED AND FOUND HEATER VENT BLOWER INOP AND WOULD NOT SPIN UP UNLESS MANUALLY TURNED FIRST. REPLACED THE BLOWER WITH NO FURTHER DEFECTS NOTED.
