DIVERTED DUE TO A TRIPPED CB LABELED "OVRHD" ON THE COCKPIT LIGHTS SECTION OF THE RH CB PANEL AND AN ELECTRICAL BURNING SMELL REPORTEDLY COMING FROM BENEATH THE PILOT'S SEAT. CREW FOLLOWED THE QRH, WHICH APPEARED TO ISOLATE THE ISSUE. AIRCRAFT LANDED WITHOUT INCIDENT AT KCLT. TECHNICIAN INSPECTED THE BACKSIDE OF THE RH CB PANEL AND FOUND NO SIGNS OF SHORTED WIRES. AFTER POWERING UP THE AIRCRAFT AND RESETTING THE "OVRHD" CB, TECHNICIAN OPERATED BOTH OVERHEAD LIGHTING DIMMER SWITCHES THROUGH ALL POSITIONS AND LEFT THE LIGHTS ON FULL BRIGHT FOR 15 MINUTES. THE CB DID NOT TRIP AGAIN. FAULT COULD NOT BE DUPLICATED; NO DEFECTS NOTED IAW AMM 24-60-01.

WHEN FUELING THE AIRCRAFT, FUEL TOTAL IS NOT ACCURATE. CONSISTENTLY SHOWS 200-300# LESS THAN WHAT IS REALLY LOADED. INACCURATE TOTAL WILL SHOW UNTIL 5 -10 MINUTES AFTER TAKEOFF. FURTHER, THE FUSELAGE TANK WILL NEVER FULLY EMPTY; WILL NOT DRAIN BELOW 80# OF FUEL. REPLACED FUSELAGE FUEL PROBE IAW LEARJET 75 AMM 28-40-05. REPLACED FUSELAGE CELL ASSEMBLY IAW AMM 28-10-05. REPLACED FUSELAGE REFUEL MANIFOLD ASSEMBLY IAW AMM 28-20-13. OPS AND LEAK CHECK GOOD.

DIVERTED DUE TO LEFT, RIGHT EMERGENCY PRESSURE ON DURING CRUISE AT 45,000 FT, CABIN PRESSURE AT 10,800 TO 11,000 FT. BEFORE DESCENT THE CREW HEARD A LOUD HOT AIR NOISE. DECLARED AN EMERGENCY AND LANDED WITHOUT INCIDENT. REPLACED CABIN PRESSURE CONTROLLER OPS CHECK GOOD. MVF WAS SUCCESSFUL FOR CABIN PRESSURE CHECKS.
