DURING A ROUTINE TRAINING FLIGHT, THE CREW REPORTED NR 1 ENGINE WILL NOT PRODUCE FULL POWER. DURING THE SCHEDULED ENGINE INSPECTION (EMMA NR 5) A SECTION OF BLEED AIR DUCTING WAS IDENTIFIED AS THE CAUSE. UPON FURTHER INSPECTION OF THE REMOVED DUCTING WAS NOTED THE CONTAINMENT SCREEN WAS DETERIORATED AND THE EXPANSION JOINT HAD A HOLE WORN THROUGH AT THE ACCORDIAN JOINT. REMOVED AND REPLACED THE AFFECTED DUCTING ASSEMBLY. (M)

PILOT REPORTED LOSS OF BOTH STARTER/GENERATORS IN CRUISE FLIGHT. SYSTEM TROUBLESHOOTING LEAD TO THE AIR CONDITIONING SYSTEM BEING DEFERRED (21-1) CAUSING A SYSTEM OVERLOAD. AIRCRAFT WAS OPERATED IN DIFFERENT CONFIGURATIONS TO COME TO THIS CONCLUSION. AIRCRAFT WAS RETURNED TO SERVICE WITHOUT FURTHER SYSTEM FAILURES. UPON AIR CONDITIONING SYSTEM MAINTENANCE TO CLEAR THE MEL, MAINTENANCE DISCOVERED, DURING ELECTRICAL SYSTEM TROUBLESHOOTING, NR 1 GENERATOR HAD A HOLE BURNED IN THE BRUSH COVER. THE AFFECTED GENERATOR WAS REMOVED AND REPLACED, ALL AFFECTED SYSTEMS OPERATIONALLY CHECKED GOOD AND THE AIRCRAFT WAS RETURNED TO SERVICE.

FLT 1275 - BOTH ENGINES EXCEEDED MAXIMUN TORQUE LIMITS AS PRESCRIBED BY THE MANUFACTURER. ISLAND AIR BELIEVES THE CAUSE OF THE INCIDENT WAS OR CAN BE ATTRIBUTED TO THE WIND CONDITIONS THAT WERE PRESENT DURING THE COURSE OF THE FLIGHT.
