DURING SCHEDULED MAINTENANCE, A DETAILED VISUAL INSPECTION OF THE RUDDER CONTROL SYSTEM DISCOVERED A RUDDER CONTROL CABLE RUBBING AGAINST A PULLEY BRACKET WHICH WAS ALSO PART OF THE RUDDER CONTROL SYSTEM. CABLE WEAR WAS MINIMAL AND WITHIN SERVICEABLE LIMITS SPECIFIED IN THE MAINTENANCE MANUAL. THE PULLEY BRACKET EXHIBITS WEAR THROUGH THE PROTECTIVE COATING AND INTO THE BASE METAL. THE BRACKET EXHIBITS WEAR FROM CONTACT AND RELATIVE MOTION WITH THE PRIMARY RUDDER CONTROL CABLE. ADDITIONALLY, THE BRACKET EXHIBITS DEFORMATION AND TOOL MARKS, ASSUMED TO BE THE RESULT OF A PREVIOUS OPERATORâS UNSUCCESSFUL ATTEMPT TO CREATE CLEARANCE BETWEEN THE CABLE AND THE PULLEY BRACKET. CABLE WEAR WAS FOUND TO BE WITHIN ALLOWABLE LIMITS SPECIFIED IN THE MAINTENANCE MANUAL. A THOROUGH INSPECTION OF THE RUDDER CONTROL SYSTEM WAS COMPLETED TO ASCERTAIN WHETHER THE INTERFERENCE WAS CAUSED BY: COMPONENT OR PART WEAR, DEFORMATION, OR FAILURE; MISSING OR WORN HARDWARE; IMPROPER ASSEMBLY, INSTALLATION OR RIGGING BY PRIOR MAINTENANCE PERSONNEL; AND USE OF INCORRECT PARTS. NO EVIDENCE COULD BE FOUND TO INDICATE ANY OF THESE CONDITIONS. ABSENT THESE CAUSES, INCORRECT POSITIONING OF THE BRACKET AT SOME POINT IS THE MOST PLAUSIBLE REASON FOR THE DEFECT.

ACCOMPLISHED EDDY CURRENT PER NDTM 6-20-00-02 AND ULTRA SONIC INSPECTION PER NDTM 4-20-10-01, NO REMAINING DEFECTS. LOCATED EXTERNAL DOUBLERS: 531AB LOCATION P/N 6792408-51 AND 621 BB LOCATION P/N 6792408-64. ACCOMPLISHED DRILLING AND COLD WORKING OPERATIONS ON BOTH LOCATIONS PER FTI PROCESS SPECIFICATION 8101 AND CSMP026. ACCOMPLISHED ROTARY FLAP PEENING OF THE FUEL LAND EDGE PER SRM 51-40-15. ACCOMPLISHED DOUBLER INSTALLATIONS PER SRM 51-40-08. VERIFIED NO FUEL LEAKS. ACCOMPLISHED ER0-979707 BY REMOVAL OF THE CORRODED PORTION OF THE FUEL LAND AT LOCATION 551 EB. ACCOMPLISHED EDDY CURRENT PER NDTM 6-20-00-02 AND ULTRA SONIC INSPECTION PER NDTM 4-20-10-01, NO REMAINING DEFECTS. ACCOMPLISHED ROTARY FLAP PEENING OF THE FUEL LAND EDGE IAW SRM 51-40-15. PAINTED THE AFFECTED AREAS TO RESTORE FINISH PER CSPM 20-50-00.

RESUBMIT FROM 27-MAY-24: CORROSION DAMAGE ON THE LH WING LOWER SKIN (P/N 6722172-1) AT ACCESS PANEL LAND 551EB. ***ACCOMPLISHED AEROSPACE QUALITY RESEARCH & DEVELOPMENT (AQRD) ENGINEERING REPAIR ORDER ERO-979707 REV. IR DATED 16-APR-24 "N716XJ LH WING ACCESS PANEL 551EB LAND CORROSION REPAIR".
AFTER ROTATION AND CLIMBING OUT, THE PILOT FLYING COMMANDED GEAR UP. THE CREW NOTED THE GEAR DID NOT REACT AS NORMAL AND THE GEAR UNLOCK LIGHT WAS STILL ILLUMINATED. WHILE CONTINUING THE CLIMB A HYD A VOL LOW CAS MESSAGE HAD POSTED. THE CREW DECLARED AN EMERGENCY AND ELECTED TO RETURN TO THE DEPARTURE FIELD. OUT OF PRECAUTION, THE CREW ELECTED TO UTILIZE THE EMERGENCY PNEUMATIC GEAR EXTENSION TO ENSURE THE GEAR WAS PROPERLY DOWN AND LOCKED. THE CREW FOLLOWED THE APPROPRIATE CHECK LIST AND AN UNEVENTFUL LANDING WAS ACCOMPLISHED. ONCE ON THE GROUND IT WAS DISCOVERED THAT A HYDRAULIC LANDING GEAR RETURN LINE IN THE A SYSTEM HAD RUPTURED (P/N S3128A0106-000G).
