DECLARED AN EMERGENCY AND RETURNED TO FIELD DUE TO FLAP SYSTEM. FAILED DURING TAKEOFF. MECHANIC WAS DISPATCHED TO THE AIRCRAFT AND FOUND THE RIGHT OUTBOARD FLAP TWISTED AND BOUND UP. MECHANICS ARE IN THE PROCESS OF REPLACING ALL RELATED FLAP COMP. 3/20/02 MECHANIC REPLACED RIGHT OUTBOARD FLAP, NR 3,4 ACTUATOR. RIGHT NR 3,4,5 FLEX SHAFT. OUTBOARD BUTE DOOR. OPS CHECK GOOD.
