FOUND FUEL SELECTOR WARNING CIRCUIT BREAKER TRIPPED AND FUEL SELECT OFF ENUNCIATOR LIGHT ILLUMINATED AND REMAINED ON. CAPTAIN ELECTED TO EXECUTE AN AIR TURNBACK AND DECLARED AN EMERGENCY. ACFT LANDED AND TAXIED TO RAMP WITHOUT INCIDENT. FOUND WD41 WIRE BETWEEN FUEL SELECTOR WARNING HORN AND CIRCUIT BREAKER CHAFED THROUGH THE SHIELDING, GROUNDING THE CIRCUIT TO THE AIRFRAME. REPAIRED DAMAGED WIRE AND RESECURED TO PREVENT FUTURE CHAFING.
FLT NR 7699 SEA TO BLI, DURING CLIMB OUT AT APPROXIMATELY 1000FT AGL THE BLEED AIR HEAT SYSTEM WAS SELECTED ON. AFTERWARD THE COCKPIT STARTED FILLING WITH BLACK SMOKE ALONG WITH A BURNT RUBBER ODOR. THE PILOT PIT ON HIS OXYGEN MASK AND TURNED OFF THE BLEED AIR HEAT. NEITHER THE CREW NOR THE FIRE WARNING SYSTEM DETECTED ANY FIRE. THE AC RETURNED TO SEA SAFELY. TROUBLESHOOTING FOUND THE PROBLEM ORIGINATED FROM THE BLEED AIR FLOW CONTROL VALVE. R&R THE BLEED AIR FLOW CONTROL VALVE.
ON TAKEOFF OUT OF PHOENIX, PILOT REPORTED FLIGHT CONTROL SURFACES VERY HARD TO MOVE IN-FLIGHT. ACFT RETURNED WITHOUT INCIDENT. INSPECTION REVEALED RT AILERON PUSH/PULL TUBE AFT ROD END SEIZED. MAINTENANCE REPLACED ROD END IAW CESSNA MM 27-10-01, RESET FUSELAGE LOOP AND HIGH TENSION LOOP CABLE TENSION PER CESSNA MM 27-10-01 AND MM 27-30-01. OPERATIONAL AND FLIGHT CHECK NORMAL. AIRCRAFT RETURNED TO SERVICE. (X)
