DURING THE DEPARTURE SMELLED BURNING WIRES AND OBSERVED LIGHT SMOKE OUT OF THE VENTS. FOUND AND CLEANED SIGNIFICANT AMOUNT OF NON-AIRCRAFT FLUID THROUGHOUT THE PEDESTAL AREA OF COCKPIT WHICH LEAKED ALL THE WAY DOWN TO THE EXTERIOR OF THE A/C. THOROUGHLY INSPECTED ALL COCKPIT WIRING. PERFORMED FUNCTIONAL CHECKS OF ALL SYSTEMS ON THE GROUND. ALL WORK DONE IAW BCKA C90 SMM CHAPTERS 20-00-00, 20-03-00, 20-04-00, 20-06-00, 20-12-00, 20-12-01, 21-41-07, 21-50-00, 21-50-07, 25-10-00, 31-10-01, 31-10-05, 31-10-07, 31-10-09, 31-10-21, 31-10-23. FUNCTION CHECKS WERE GOOD WITH NO DEFECTS AFTER GROUND RUN UP AND OCF.

WHILE SETTING UP FOR LANDING IN KRQE, GEAR HANDLE WAS PLACED DOWN. THE GEAR NEVER LOCKED IN DOWN POSITION. I ATTEMPTED TO PUT THE GEAR BACK UP AND THE GEAR DID NOT RETURN TO THE UP POSITION. THE GEAR UNSAFE RED LIGHTS REMAINED ON. I PLACED THE GEAR HANDLE BACK DOWN AND RETURNED TO ABQ BECAUSE OF THE EMERGENCY SERVICES PROVIDED THERE, AS WELL AS VISUAL CONFIRMATION OF GEAR POSITION. ABOUT THIRTY MILES AWAY, WE RAN THE QRH AND MANUALLY PULLED THE LANDING GEAR RELAY C/B, AND THEN PUMPED THE GEAR EXTENSION HANDLE AFTER WHICH I DID GET THE THREE GEAR DOWN LIGHTS. REMOVED WEAK POWER PACK P/N 99-388002-15 S/N 778. REPLACED WITH REPAIRED P/N 99-38002-15 S/N 752. FUNCTIONAL CHECK GOOD. NO FURTHER DISCREPANCIES NOTED. ALL WORK DONE IAW BCKAC90 MM CH. 32-31-05. REPLACED HYDRAULIC FILTER AFTER OPERATIONAL CHECK.
