FLIGHT 8676, ENROUTE ANC - HOM, AIR TURNBACK/DISCREPANCY: FLAPS FAILED TO RETRACT AND FLAP MOTOR CIRCUIT BREAKER POPPED AFTER DEPARTURE INTO IMC/ICING CONDITIONS. AN EMERGENCY WAS DECLARED AND THE AIRCRAFT WAS RETURNED TO ANC. CORRECTIVE ACTION: MAINTENANCE CLEANED AND LUBED THE FLAP JACKSCREW AND REPLACED THE ICE DETECTOR. OPS CHECK GOOD.
ON APPROACH, THE ENG STARTED SURGING. THE TORQUE & FUEL FLOW INDICATORS WERE FLUCTUATING SEVERELY. THE ACFT WAS APPROX 6 MIN NORTH OF THE AIRPORT. THE PILOT DECLARED AN EMER & THE ACFT LANDED SAFELY. MAINTENANCE REPLACED THE FUEL PUMP & FUEL CONTROL UNIT IAW MM 73-20-00 & 73-10-02. LEAK AND OPS CHECKED GOOD. AIRCRAFT RETURNED TO SERVICE.
ABORTED TAKEOFF, DURING TAKE-OFF ROLL, AT 30 TO 40 KTS. THE LT WING DIPPED, FOLLOWED BY VIBRATION. THE PILOT ABORTED TAKEOFF AND STOPPED THE ACFT SAFELY. THE LT MAIN TIRE WENT FLAT. SINCE THE ACFT WAS TOWED FROM THE RUNWAY ON THE DEFECTIVE TIRE, CAUSE OF THE FAILURE COULD NOT BE DETERMINED. REPLACED LT MAIN TIRE ASSY.

AFTER LANDING, DURING ROLLOUT PILOT OBSERVED A STRONG VIBRATION THAT SUBSIDED AS THE AC SLOWED. GROUND PERSONAL CONFIRMED THE RT MAIN TIRE WAS FLAT. REPLACED RT MAIN TIRE AND WHEEL ASSY. (K)
