PILOT REPORTED THAT WHILE ENROUTE, DECLARED AN EMERGENCY WHEN A PIECE OF THE NR 2 PROPELLER BLADE DE-ICE BOOT SEPARATED FROM THE PROP. CREW NOTICED A SLIGHT DROP IN ENGINE OIL PRESSURE BUT REMAINED IN THE NORMAL RANGE. AS A RESULT THE CREW ELECTED TO DIVERT FOR SAFETY REASONS THINKING THAT THE ENGINE WAS RUNNING ROUGH/ VIBRATIONS. CREW ADVISED THAT THE PLANE WAS RUNNING ROUGH WHEN THEY TAXIED INTO THE RAMP. MX WAS NOTIFIED AND TECHS WERE DISPATCHED TO INSPECT AND REPAIR ACFT. MX INSPECTED ACFT AND PERFORMED THE FOLLOWING: PERFORMED FORIEGN OBJECT DAMAGE INSPECTION - NO DEFECTS WERE NOTED OR FOUND - IAW MM 5-50-00. MX R & R NR 2 ENGINE BLADE PROP DE-ICE BOOT IAW MM 30-60-00. NR 2 PROP DE-ICE BOOT DAMAGED/ MISSING- APPROX 3" ON BOOT. PERFORMED ENGINE GROUND PERFORMANCE RUN-UP AND FOUND OIL PRESSURE GOOD AND NO VIBRATIONS FROM ENGINE OR PROP - IAW MM 71-00-00. ALL OPS CHECKS WERE GOOD - ACFT RETURN TO SERVICE.

ON SHORT FINAL, PILOT COULD NOT GET POWER LEVER TO GO INTO IDLE & ELECTED TO GO AROUND. AN EMERGENCY WAS DECLARED AND THE POWER LEVER FREED UP. FLIGHT LANDED WITHOUT FUTHER INCIDENT. MX WAS UNABLE TO DUPLICATE THE PROBLEM. THROTTLE LINKAGE WAS INSPECTED AND LUBED, PERFORMANCE GROUND RUN AND OPS CHECKED GOOD IAW MM 76-10-00 AND ACFT WAS RETURNED TO SERVICE. PILOT REPORTED THE "BINDING THROTTLE" RECURRED, THOUGH NOT AS SEVERE. ACFT LANDED WITHOUT INCIDENT AND PILOT REPORTED THE THROTTLE STUCK IN IDLE AND REQUIRED UNUSAL FORCE TO MOVE FROM IDLE POSITION. MX PERFORMED A DETAILED INSPECTION OF ENGINE CONTROL QUADRANT ASSY AND ALL RELATED LINKAGES, CABLES AND COMPONENTS. FOUND POWER LEVER CONTROL AFT LINKAGE OUT OF RIG AND FOUND PEN CAP IN THE BOTTOM OF THE THROTTLE QUADRANT. RIGGED POWER CONTROL LINKAGE & CABLES IAW MM 76-10-01 & 76-10-03 AND GROUND PERFORMANCE RUN COMPLETED IAW MM 71-00-00. OPS GOOD IN ALL PARAMETERS. OPS CHECK FLIGHT COMPLETED AND SATISFACTORY IN ALL AREAS. ACFT RETURNED TO SERVICE. N

PILOT REPORTED ON LANDING, THE POWER LEVER STUCK IN IDLE POSITION AFTER TOUCHDOWN. POWER LEVER WOULD NOT GO INTO FEATHER POSITION OR ADVANCE. RELEASED WHEN OFF THE RUNWAY AND ONTO TAXIWAY. IT JAMMED OR STUCK AGAIN AFTER ENGINE SHUTDOWN. DISCOVERED A BROKEN THROTTLE QUADRANT POWER LEVER SPRING STOP. POWER LEVER STOP SPRING INSTALLED AND ALL SYS FUNCTIONAL OPS CHECKS COMPLETED IAW MM 76-10-01. NO FURTHER DEFECTS FOUND OR NOTED.

STRONG FUEL ODOR NOTED BY CREW DURING FLIGHT, ON POST FLIGHT, NOTED FUEL POOLED ON BOTTOM OF ENGINE COMPARTMENT AND STREAMED ALONG BOTTOM OF FUSELAGE. MX INSPECTED FUEL LINES AND FITTINGS, NOTED FUEL LEAKING FROM EDP FILTER ASSY. REMOVED AND FOUND O-RING DAMAGED. REPLACED O-RING AND INSTALLED EDP FILTER ASSY. IAW MM 73-10-02. GROUND RUN-UP AND LEAK CHECK GOOD. NO DEFECTES NOTED.
