AIRCRAFT WAS BEING FLOWN BY PIC & SIC AT APPROX 400 FT, PILOT FELT A JOLT & OBSERVED ITT AT 720 THEN JUMPED TO 805. THE PILOT REPORTED THE POWER LEVER & EMER POWER LEVER WAS UNRESPONSIVE & UNABLE TO REGULATE FUEL FLOW TO ENG.
WHILE FLYING, POWER LEVER WAS MOVED TO IDLE POSITION BUT THERE WAS NO CHANGE IN ENG POWER. TORQUE STAYED BETWEEN 1250 & 1400 FLB.
COMMANDED IN-FLIGHT SHUTDOWN OF LT ENGINE DUE TO FLUCTUATING OIL PRESSURE. UNEVENTFUL SINGLE ENGINE LANDING. ENGINE LOST OIL. OIL EXITED ENGINE FROM TURBINE AIR/OIL SEAL AS A RESULT OF TURBINE SCAVENGE PUMP FAILURE. RECOMMEND COMPLIANCE WITH SB 72-2074R1. (K)
NOTED FUEL LEAK FROM BEHIND RT WING DE-ICE BOOT. AFTER PEELING BOOT BACK TO RESEARCH LEAK, NOTED NUMEROUS AREAS OF HEAVY CORROSION. AIRCRAFT WAS FERRIED TO FACILITY FOR REPLACEMENT OF LEADING EDGE ASSEMBLY.
FOUND FUEL LEAK COMING FROM BEHIND THE RT WING DE-ICE BOOT. AFTER PEELING BACK BOOT TO LOCATE LEAK, NOTED SEVERAL AREAS OF HEAVY CORROSION ON LEADING EDGE. FERRIED AIRCRAFT TO FACILITY FOR LEADING EDGE REPLACEMENT. SUSPECT DE-ICE BOOT WAS INSTALLED USING IMPROPER PRACTICES ALLOWING MOISTURE TO GET IN BEHIND BOOT AND BECOME TRAPPED.
DURING A PHASE INSPECTION, FOUND A CRACK IN THE RT WING CANTED RIB TOP CAP. CRACK STARTS AT AFT SIDE OF FORWARD WING SPAR AND RUNS AFT PARALLEL TO THE BEND RADIUS, APPROXIMATELY 1 INCH IN LENGTH. STOP-DRILLED ENDS OF CRACK PER CESSNA INSTRUCTIONS.
