THE PILOT'S MISJUDGMENT OF HIS CLEARANCE ABOVE THE TERRAIN DUE TO DISTORTED VISUAL PERCEPTION. CONTRIBUTING TO THE ACCIDENT WAS THE WHITEOUT CONDITION.
