Probable cause

THE PILOT'S IMPROPER PLANNING/DECISION CONCERNING FUEL MANAGEMENT, WHICH RESULTED IN FUEL STARVATION. CONTRIBUTING FACTORS WERE: PROBABLE WATER IN THE FUEL, INADEQUATE ALTITUDE FOR AN ENGINE RESTART, AND THE TERRAIN CONDITIONS.
