THE PILOT'S FAILURE IN NOT IDENTIFYING THE WEATHER CONDITIONS ALONG THE ROUTE. CONTRIBUTING TO THE ACCIDENT WAS IMPROPER IN FLIGHT PLANNING AND DECISION BY THE PIC AND THE WHITEOUT CONDITIONS.
