THE PILOT-IN-COMMAND'S FAILURE TO MAINTAIN VFR FLIGHT IN INSTRUMENT METEOROLOGICAL CONDITIONS WHILE MANEUVERING ON A VFR FLIGHT PLAN. FACTORS RELATED TO THE ACCIDENT WAS THE PIC'S FAILURE TO EVALUATE THE WEATHER CONDITIONS THAT EXISTED.
