Probable cause

THE FAILED NOSE GEAR SHIMMY DAMPNER, CONTRIBUTING TO THE ACCIDENT WAS THE ROUGH ICE AND SNOW COVERED RAMPS WHERE THE AIRPLANE HAD BEEN OPERATING AND THE LACK OF MAINTENANCE ON THE RUNWAYS.
