THE VISUAL LOOKOUT THAT WAS NOT MAINTAINED BY THE PILOT OF THE OTHER AIRPLANE. FACTORS WERE THE DRIZZLE AND FOG AND THE IMPOSSIBILITY OF UPDATING THE RECORDED WEATHER INFORMATION BY ATC PERSONNEL.
