THE PILOT'S IMPROPER PREFLIGHT PLANNING/DECISION, AND HIS DELAY IN ABORTING THE TAKEOFF. CONTRIBUTING FACTORS WERE THE BERM AND THE STANDING WATER ON THE RUNWAY.
