THE PILOT'S IMPROPER IN FLIGHT PLANNING AND DECISION AND HIS FAILURE TO MAINTAIN ALTITUDE DURING THE TURN TO REVERSE DIRECTION. CONTRIBUTING TO THE ACCIDENT WAS THE CALM WATER.
