Probable cause

THE PILOTS VFR FLIGHT INTO IMC CONDITIONS, AND HIS FAILURE TO MAINTAIN SUFFICIENT ALTITUDE WHILE MANEUVERING. CONTRIBUTING TO THE ACCIDENT WERE THE WHITEOUT SNOW AND FOG CONDITIONS.
