Probable cause
FLIGHT INTO KNOWN ADVERSE WEATHER BY THE PILOT AND HIS DELAY IN DIVERTING TO AN ALTERNATE AIRPORT WHICH LED TO A PARTIAL POWER LOSS AND AN EMERGENCY LANDING. THE WEATHER CONDITIONS AND SOFT TERRAIN WERE CONTRIBUTING FACTORS.
