Probable cause
THE PILOT'S ATTEMPTED VFR FLIGHT INTO IMC CONDITIONS, AND HIS FAILURE TO MAINTAIN A PROPER ALTITUDE OVER MOUNTAINOUS TERRAIN. FACTORS WERE THE CLOUDS AND OBSCURATION AT THE ACCIDENT SITE.
