Probable cause
FUEL EXHAUSTION AS A RESULT OF THE PILOT'S FAILURE TO REFUEL THE AIRPLANE PRIOR TO THE FLIGHT. A FACTOR WAS THE FBO'S FAILURE TO PROPERLY MAINTAIN THE FUEL QUANTITY GAUGES.
