THE PILOT'S INADEQUATE PREFLIGHT PLANNING AND HIS FAILURE TO MAINTAIN AN ADEQUATE VISUAL LOOKOUT FOR OBSTACLES. NIGHT LIGHTING CONDITIONS AND THE DUST WERE FACTORS IN THE ACCIDENT.
