INOPERATIVE NOSEWHEEL STEERING DUE TO IMPROPER MAINTENANCE. CONTRIBUTING TO THE INCIDENT WAS THE LACK OF ADEQUATE MAINTENANCE INFORMATION AVAILABLE IN THE AIRCRAFT MANUALS.
