Probable cause
THE PARTIAL LOSS OF ENGINE POWER WHEN AN EXHAUST VALVE SEIZED IN THE OPEN POSITION AND THE WATER WHERE THE PILOT WAS FORCED TO LAND, WHICH RESULTED IN AN ACFT NOSE OVER ON TOUCHDOWN.
