AT FL380, DESCENDED TO FL240. DISCONNECTED THE AUTOTHROTTLES & PULLED THE ENGS TO IDLE. ACFT STARTED TO SHAKE WITH A LOW FREQUENCY. IMMEDIATELY CHECKED IF SPOILERS DEPLOYED AS IT FELT LIKE AN INTENSIFIED SPOILER DEPLOYMENT. THERE WAS NO SPOILER DEPLOYMENT. GOT A RED LT ENGINE TGT ICAS MESSAGE & SAW NEEDLE IN RED ARC WHILE BOTH ENGS AT IDLE. PERFORMED APPLICABLE CHKLIST & PERFORMED AN ENGINE SHUTDOWN OF LT ENG. DECLARED AN EMERGENCY WITH ATC. ONCE ENG SHUTDOWN & SECURED, AIRCRAFT FLEW NORMAL FOR SINGLE ENG OPS. NO VIBRATION. CONTINUED TO KVNY AS WE HAD ALREADY PASSED KLAS AND I WOULD HAVE DONE A SLOW AND STABLE DESCENT INTO VAN NUYS. ONCE LANDED, FIRE TRUCKS WERE WAITING. TAXIâD INTO FBO WITHOUT INCIDENT. AFTER PAX DISEMBARKED, CHECKED THE EXCEEDANCES PAGE & NONE LISTED. LOOKED AT HP FAN BLADES & SEEMED OK. THERE WAS NO OIL THAT WAS ABNORMAL UNDERNEATH ENG OR ANY FUEL LEAKS.
ON THURSDAY 15 MAY 2025 GIV N163JW S/N 1071 DEPARTED KVNY GOING TO MMTL. DURING TAKEOFF ONE OF THE PASSENGERS NOTICED FUEL SPRAYING OFF THE OUTBOARD RIGHT WING. THE CREW CALLED ATC STATED THEIR PROBLEM AND ASKED TO RETURN TO KVNY, AT WHICH TIME THE TOWER DECLARED IT AN EMERGENCY. WHILE TURNING AROUND TO COME BACK TO KVNY THE FUEL STOPPED SPRAYING AFTER ABOUT 10. MINUTES. FOUND A BUILDUP OF A CORROSION PREVENTATIVE PRIMER CAUSING THE FLOAT VALVE TO STICK AND HANGUP. THEY CLEANED THE VALVE AND PERFORMED OPERATIONAL CHECK WITH NO DEFECTS NOTED. I ELECTED TO ALSO PERFORMED A MAINTENACE CHECK FLIGHT TO VERIFY THE ISSUE WAS FIXED NO DEFECTS NOTED DURING OR AFTER THE FLIGHT
STARTER GENERATOR DEVELOPED VIBRATIONS IN FLIGHT. STARTER GEN CONTINUED TO WORK. AFTER REMOVAL, AT FIRST LOOK IT SEEMED THAT BEARING HAD DETERIORATED. MFG TOOK STARTER GENERATOR FOR TEARDOWN.
