DURING ROUTINE MAINTENANCE, FOUND CRACKED 0712616-1 BULKHEAD FROM LH UPPER RADIUS. INSTALLED SK210-161A1 PER SEB99-12 REV 2.

AFTER LANDING, DURING FLAP RETRACTION, A LOUD POP WAS HEARD BY BOTH PEOPLE ABOARD. DURING POST FLIGHT IT WAS FOUND RT FLAP HAD BOUND ON BRACKET PN 0523231-5 DURING RETRACTION CAUSING DAMAGE TO FLAP, BRACKET, AND FLAP TRACK BRACKET. CRACKS FOUND IN THE LOWER ELBOW OF FLAP TRACK BRACKET PN 0523231-8 AND 0523231-7 APPEAR TO BE CAUSED BY THE FLAP BINDING. INSPECTION OF LEFT WING FLAP SYSTEM FOUND NO DEFECTS. NO RECORD OF BRACKET 0523231-5 BEING CHANGED WAS FOUND IN LOG BOOKS, IT IS ESTIMATED THIS IS ORIGINAL.

PROPELLER GOVERNOR HIGH RPM LIMIT FAILED CAUSING ENGINE OVERSPEED SYSTEM TO RETARD THE ENGINE POWER. PILOT SHUT DOWN ENGINE AS A PRECAUTION AND PERFORMED A NORMAL LANDING AT THE INTENDED DESTINATION.

CRACKS FOUND IN BOTH SIDES, UPPER CORNER OF RUDDER CABLE CUTOUT BETWEEN COUTOUT AND FLANGE. DYE PENETRANT INSPECTION OF FRONT FLANGE REVEALED NO DEFECTS. INSPECTION OF THIS BULKHEAD PREVIOUSLY ACCOMPLISHED AT 3607. NOT REQUIRED FOR INSPECTION IAW AD. RECOMMEND SHORTEN INSPECTION INTREVALS. BULKHEAD REPLACED. (K)
