FLIGHT DEPARTED, TAKEOFF WAS STANDARD WITH NO ABNORMALITIES NOTED. CLEARED TO FL 280, WHEN LEAVING 12,000 FEET, THE PILOT BELIEVED THERE WAS A DECREASE IN CLIMB PERFORMANCE. THE LEFT ENGINE ITT WAS FLUCTUATING BETWEEN 700 AND 830 DEGREES WITHOUT THRUST LEVER INPUT, AND LATER STABILIZED AT 810 DEGREES. AFTER TEMPERATURE STABILIZATION AT 810 DEGREES, POWER COULD NOT BE INCREASED TO GET THE PERFORMANCE NEEDED FOR A NORMAL CLIMB, EVEN WHEN THE THRUST LEVER WAS POSITIONED TO MAXIMUM POWER. MOREOVER, THE RIGHT ENGINE WAS NOT PRODUCING THE MAX POWER NEEDED AND TEMPERATURE WAS NOTED AS 820 DEGREES WITH THE THRUST LEVER AT MAXIMUM POWER SETTING. AFTER REVIEWING THE QRH AND COMPLETING ALL CHECKLISTS, RETURNED TO DEPARTURE. CHECKLISTS WERE COVERED AND LANDING WAS COMPLETE WITHOUT ANY FURTHER ISSUES.
CREW REPORTED PARTIAL ADC MALFUNCTION DURING DEPARTURE, CREW RAN CHECKLIST AND FLAGS CLEARED AND FLIGHT CONTINUED. AFTER LANDING AT DESTINATION. MX FOUND MOISTURE IN THE PITOT STATIC SYSTEM. SYSTEMS WERE PRUGED WITH DRY NITROGEN AND CONNECTIONS CHECKED FOR SECURITY. PITOT STATIC SYSTEM, & BOTH ADC`S WERE TESTED AND LEAK CHECKED SATISFACTORY.
AFTER TAKE OFF CREW AND PAX REPORTED ODOR AND LIGHT SMOKE IN COCKPIT AND CABIN, CREW RAN CHECKLISTS WHICH INCLUDED TURNING OFF BLEEDS, WHICH STOPPED ODOR AND SMOKE, ACFT RETURNED TO MAKE A SAFE LANDING. TROUBLESHOOTING FOUND LT EMERGENCY VALVE STUCK IN THE OPEN POSITION AND ROUTING BLEED AIR TO CABIN. THESE TYPE VALVES ARE TYPICALLY DESIGNED TO FAIL OPEN IN THE EVENT THAT EMERGENCY PRESSURE IS NEEDED IT WILL BE AVAILABLE NO MATTER WHAT THE CONFIGURATION OR SITUATION. REPLACE VALVE AND VERIFY PROPER OPERATION OF SYS.
