AT 35,000 FT, 225 KIAS, IN RIGHT TURN, A HARD BUT MUFFLED POP WAS HEARD FOLLOWED ALMOST IMMEDIATELY BY LT ENGINE FLAME OUT. N1 OF 104 PERCENT WAS NOTED, FUEL COMPUTER LIGHT ON, AND ALL OTHER INDICATIONS THEN DECREASED DOWN TO 0 DEGREES ITT, APPROX 15 PERCENT N1 AND N2, ENGINE WAS SECURED, CHECKLIST RUN AND NO RESTART ATTEMPTED DUE TO ACRID SMELL AT TIME OF FLAME OUT AND SUSPICION OF OVERSPEED. DURING RECOVERY, BELOW 20,000 FEET THE LT BLEED AIR LIGHT KEPT FLICKERING ON AND OFF AND SETTING OFF THE MASTER CAUTION LIGHT. EMERGENCY WAS DECLARED, ACFT RETURNED TO DEPARTURE WITH UNEVENTFUL APPROACH AND LANDING AT PHF.

VISUAL CONDITION CHECK PERFORMED ON HORIZONTAL STABILIZER AFT SPAR CAP AND ELEVATOR HINGE BRACKETS FOR CORROSION, BROKEN FASTENERS, ETC. FOUND MODERATE CORROSION ON UPPER SPAR CAP ASSY AT LT OB ELEVATOR HINGE AREA. THIS REQUIRED REMOVAL AND REPLACEMENT OF UPPER SPAR CAP. CORROSION CAUSED BY OPERATING CONDITIONS, LACK OF CONSISTENT WASHING PROGRAM AND POSSIBLE EXPOSED, UNPORTECTED METAL. RECOMMEND A CONSISTENT AC WASHING PROGRAM WHEN OPERATIONS ARE IN OR NEAR COASTAL REGIONS AND ENSURING ALL EXPOSED SURFACES ARE PROPERLY TREATED AND PAINTED. (K)

TREAD COMPLETELY SEPARATED FROM TIRE CAUSING DAMAGE TO WHEEL, RIGHT FLAP, SPOILER AND GEAR DOOR ASSEMBLIES. INCIDENT OCCURRED AT TAKEOFF FROM DEPLOYED LOCATION (TJNR). CREW HEARING A THUD AT ROTATION. ALL PARAMETERS NORMAL AND RETURNED TO HOME BASE (KPHF). AIRCRAFT LANDED AND TIRE DID NOT DEFLATE. UPON PARKING GROUND CREW DISCHARGED GAS FROM TIRE TO RELIEVE PRESSURE. TIRE QUARANTINED, S/N 01490596 AND S/N 01490598. WILL ASK MFG FOR ASSISTANCE TO DETERMINE CAUSE. ASSEMBLY INSTALLED 11-13-00, TOTAL OF 11 LANDINGS. (X)
