AT 1300 FT IN CRUISE FLIGHT, CLINICAL CREW REPORTED ELECTRICAL SMELL IN CABIN AREA. PILOT TURNED EN-ROUTE BACK TO BASE. PILOT TURNED OFF A/C AND BLOWER, THE SMELL DIMINISHED AND WENT AWAY. WHEN THE A/C SYSTEM WAS TURNED BACK ON THE SMELL RETURNED. LANDED, SHUT DOWN, CONTACTED MAINTENANCE. MECHANIC ARRIVED AND INSPECTED ENGINE COMPARTMENT, AND CABIN AREA. NO DISCREPANCIES WERE FOUND. PILOT AND MECHANIC COMPLETED GROUND RUN AND OPS CHECK OF A/C SYSTEM--SATISFACTORY AND NO ELECTRICAL SMELL DETECTED. SHUT DOWN. MECHANIC REMOVED BAGGAGE COMPARTMENT OVERHEAD PANEL AND INSPECTED AFT EVAP BLOWER AND WIRING, VERIFIED NEW STYLE CONNECTOR INSTALLED. NO EVIDENCE OF WIRE DAMAGE, SMELL, OR OTHER DISCREPANCIES WAS FOUND. AIRCRAFT RETURNED TO SERVICE.

DURING PREFLIGHT AS THE PILOT WAS GOING THROUGH THE CHECKLIST, THE THROTTLE CHECK DID NOT FEEL RIGHT. HE ASKED A MED CREW MEMBER TO TAKE A FLASHLIGHT & LOOK THROUGH THE SCREENS IN THE RT ENG COWLING TO SEE IF HE COULD VIEW ANY MOVEMENT IN THE THROTTLE CABLE AS THE PILOT ROTATED THE THROTTLE. NO MOVEMENT WAS DETECTED. THE PILOT THEN ABORTED THE PREFLIGHT CHECKLIST & CALLED THE MECHANIC. THE MECHANIC ARRIVED & INSPECTED THE ACFT. HE FOUND THAT THE THROTTLE CABLE HAD BEEN SHEARED IN ITS FIRST BEND JUST BELOW THE PILOTS SEAT PAN AREA. THE CABLE WAS R & R. THE ACFT WAS RETURNED TO SERVICE.

WHILE PERFORMING 25 HOUR INSPECTION OF ENGINE MAGNETIC CHIP DETECTORS IAW EO 13-7900-EO-432 IAW CEB-A-72-6075, REV 1. METAL FLAKES CONSISTING OF MORE THAN 10 PIECES EACH WERE DISCOVERED ON BOTH UPPER AND LOWER CHIP DETECTORS. ACFT WAS GROUNDED AT THAT TIME AND A NEW ENGINE ORDERED.

DURING INSP OF THE TAILBOOM AND ATTACH POINT, CRACKING WAS NOTED IN THE UPPER STARBOARD ATTACH BOLT HOLE OF THE TAILBOOM ATTACH FRAME, PN 206-032-308-121, LOCATED AT STA 231.472. AXIAL STRESS EXERTED AT THIS LOCATION BY TAILBOOM FLEX, OVERTIME, CAUSES WEAKENING AND CRACKING IN THE FRAME. INSTALLATION OF A STIFFENER/DOUBLER IN THE AFFECTED LOCATION MAY PREVENT RECURRENCE.
