THE PILOT DEPARTED RWY 9 ON THE SUNNY TRANSITION TO VQS AND AT APPROXIMATELY 1 MILE NORTH OF PUNTA LAS MARIAS, THE PIC DECIDED TO RETURN TO SIG DUE TO STIFFNESS OF THE RIGHT RUDDER PEDDLE. AN EMERGENCY WAS NOT DECLARED DUE TO THE PIC HAVING FULL CONTROL OF THE AIRCRAFT. ONCE THE AIRCRAFT LANDED AND ALL PASSENGERS WERE DEPLANED, THE PIC CONTACTED CP AND THE DM IN REGARDS. THE AIRCRAFT WAS THEN GROUNDED AND FULLY INSPECTED WITH NO DISCREPANCY FOUND. A GROUND CHECK AND TEST FLIGHT WAS THEN PERFORMED, AND ALL CONTROL INPUTS WERE FOUND TO BE NORMAL.
