Probable cause

THE PILOT'S IMPAIRMENT DUE TO A NEUROLOGICAL INJURY AND DRUGS, AND HIS FAILURE TO MAINTAIN CONTROL OF THE AIRPLANE DURING AN APPROACH TO LAND. A FACTOR RELATED TO THE ACCIDENT WAS THE GUSTY WIND CONDITION.
