PILOT-IN-COMMAND'S POOR INFLIGHT DECISION IN ATTEMPTING TO RETURN TO THE AIRPORT AFTER A PARTIAL ENGINE FAILURE, AND HIS ENCOUNTERING A STALL/SPIN AT LOW ALTITUDE FROM WHICH HE WAS UNABLE TO RECOVER.
