Probable cause
IMPROPER IN-FLIGHT PLANNING/DECISION BY THE PILOT AND HIS FAILURE TO MAINTAIN AIRSPEED, WHICH RESULTED IN AN INADVERTENT STALL/MUSH ONTO SNOW COVERED TERRAIN BESIDE THE RUNWAY. THE ADVERSE WEATHER CONDITIONS AND SNOW COVERED TERRAIN WERE RELATED FACTORS.
