THE CAPTAIN MISJUDGED CLEARANCE BETWEEN HIS AIRCRAFT AND THE STANDING COMMUTER AIRPLANE. A FACTOR WAS THE FAILURE OF THE SECOND PILOT TO IDENTIFY A HYDROPLANE CONDITION.
