Probable cause
THE PILOT'S FAILURE TO MAINTAIN ALTITUDE ABOVE THE WATER. FACTORS WERE THE PILOT ATTEMPTING FLIGHT INTO KNOWN ADVERSE WEATHER CONDITIONS OF FOG AND LOW CEILINGS DURING DAWN LIGHT CONDITIONS.
