THE PILOT'S FAILURE TO MAINTAIN CLEARANCE WITH TERRAIN. FACTORS CONTRIBUTING TO THE ACCIDENT WERE RISING TERRAIN, DOWNDRAFTS, AND THE PILOT'S INADEQUATE COMPENSATION FOR WIND CONDITIONS.
