Probable cause

THE FAILURE OF THE PILOTS TO MAINTAIN ADEQUATE TERRAIN CLEARANCE. FACTORS WHICH CONTRIBUTED TO THE ACCIDENT WERE: THE NIGHT CONDITIONS, REDUCED VISIBILITY DUE TO FOG, AND THE LIKELIHOOD THAT THE PILOTS DIVERTED THEIR ATTENTION TO THE OPERATION OF THE LORAN EQUIPMENT.
